Unfortunately the V8 team has dropped support for Visual Studio 2012.

You should be able to generate ClearScript binaries externally with a free version of Visual Studio 2013 and import them into your build environment. Just be sure to install the Visual C++ Redistributable Packages for Visual Studio 2013 as necessary.
